Abstract :
This paper proposes a texture feature method which can get rid of those interfere regions and extract out the genuinely license plate region in the complex settings of license plate extraction. Also it puts forward a self-adaptive Ostu binary method based on the spatial distribution to solve the situation of unstable or un-uniform light or dirty license plate. The experiment shows that the algorithm achieves good results.
