Abstract :
This panel discussion deals with an important institutional change in the electric transmission area, the development of regional transmission organizations, or RTOs in most regions. The panel discussion will first set out the need for RTOs, then report the status of RTO formation in the United States, and conclude with a summary of the most important current issues related to RTO formation.
