Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This system is developed independently by the Hebei Mountainous Area Research Institute, based on three terms subject research results, provided a powerful information platform, realized Taihang Mountains area land resources data inquiry, helpful in controls the land resource present situation systematically comprehensively, scientific guide the mountainous area agricultural production development, obtains a bigger economy and the ecological benefit.
