Abstract :
In allusion to the negative effects of outsourcing the security engineering of E/M-government (abbr. electronic government & mobile government), this paper first presents an overview of security gaps and requirements which should be taken into account in E/M-government, and then takes access control as an example to discusses how eligibly outsource the security engineering, and designs an model for applying PKI and PMI to realize the E/M-government access control.
