Abstract :
Tendering agency has developed into an industry in China, Tenderer has formally established as a profession. Indefinite task and obsolete informatization for tendering agency are key problems of industrial development. The model of tendering agency life cycle was established using the theory of project life cycle, tendering agency process system was also established by WBS method. The model of management information system was designed through the theory of WBS and WEB.
