Abstract
Stability of neutral time-delay system is investigated on the basis of the argument increment assessment of the characteristic quasi-polynomial. The decisive meaning of the strong stability requirement is highlighted. The stability criterion results in a special modification of Mikhaylov criterion for neutral time-delay systems. To facilitate the argument assessment from the hodographs the Poincare mapping transformation is applied. Several demonstration examples are presented.
