After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

As the complex network, the system of Internet culture is constructed and the evolution analyzes based on the change of the complex system. The method is mathematical deduced by the weighted network theory. Theoretically, the consequence is that Internet culture evolution is limited by the field of the human practice.
