Accelerating the roads sector development in African countries through Public-private Partnerships (PPPs): The case study of Tanzania

The recent success stories about Public-private Partnerships (PPPs) in developed countries have won the attention of both policy/decision makers and professionals and steers the rethinking about the available strategies for managing the roads sector developments in third world countries. The enthusiasm for PPPs [1] can be explained by improved understanding of efficiency gains and risks of bundling and unbundling tasks as well as availability and lower costs of private sector finance, thus; the main motivations for choosing PFIs. The main PFIs approaches identified are: (i) design-build-finance-maintain-operate; (ii) design-build-finance-maintain; and (iii) build-Finance. This article examines the relevance of PFIs in accelerating the roads sector developments in developing counties.
