Abstract :
The paper describes the main problem solved using the intelligent support system, the problem state space and solution restriction condition and concludes with an objective tree about problem solving and solution methods. Conceptions of the structure and functions of prevention and emergency response system are designed, and the concept of a strengthened expert system and the building of it are defined. The development of a prototype of the expert system is also presented
