After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the Higher Education and Historical Survey of Physical Education in Higher Education on our investigation and analysis of physical education based on the quality of higher education in physical education research are described in detail, the quality of university education in physical education the contents of the proposed improvement of physical education to improve the quality of university students the ways and means. Aims to improve the quality of university students and personnel training sports quality.
