Abstract :
The International Telecommunicatio Union (ITU) has recommended to the member countries to evaluate the telecommunication network by using more than 50 indicators within the 9 subjects. The one of paragraphs of the indicators, which name of ldquoQuality of servicerdquo in the Telecommunications Indicator Handbook recommended by ITU, includes the following items: 1.) The waiting list for main lines; 2.) Percentage of telephone service faults cleared by next working day; 3.) Percentage of local calls which fail; 4.) The number of telephone main line faults; 5.) Percentage of calls for operator service answered within 15 seconds; and 6.) Customer satisfaction rate. The percentage of the unsuccessful calls greatly depend on such factors, like the traffic, the technical and technological possibilities of its transmission and distribution, number of faults, the duration of repair of the faults and on the fact, if a called subscriber answers the call. By considering the above mentioned issues I would like to report on the basic ideas of a methodology, elaborated by us.
