Abstract
Ramp meters are used to regulate the flow of traffic entering freeways. This paper develops a queuing model to analyze a ramp meter system with pre-timed control and adaptive control. With Poisson arrivals, the steady state probabilities can be achieved analytically. These results are compared with simulation-based results and, indeed, the analytical models predict well the simulation results
