Abstract :
In this paper, we propose a QoE based handover method to maintain experienced quality for a video streaming service like mobile IPTV. As mobile terminals have dual mode interfaces service user want to select and access to network providing the required quality. A mobile terminal needs the dynamic method to handover to alternative access network(3G) because the weak (Received Signal Strength Indicator) of WLAN leads to video quality deterioration. Through the experiment, we show that existing QoS based handover method is not suitable to maintain the video quality, and have evaluated thresholds of RSSI and MSSIM(Mean Structural Similarity) for deciding the moment when the handover among access points.
