Abstract :
With rapid development of information technology and software engineering, the software systems have been widely applied in national politics, economics and military. Thus, more and more software systems are both safety- and security-critical, and the safety and security problems of software systems are more and more related to the economic development and national defense. Many researchers are studying on either safety or security field. With the development and more achievements, we have a chance to successfully combine and integrate the software safety with security. The safety and security communities should combine and integrate efforts to design and build the theoretical framework and mechanisms. Based on analyzing the characteristics of software systems, and explaining the differences and relations of safety and security, we proposed some united concepts and universal risk framework of software safety and security.
