Abstract :
With the rapid development of economy of city, improving city safety management and emergency response capability has been concerned widely. City public department emergency management capability evaluation is an important part of the city public safety management, and an important guarantee for public safety as well. Building up the capability of city public safety emergency management evaluation indicators system has crucial significance to enhance the capability of city public safety management and to improve the emergency response capability. This paper is based on the ISM(Interpretative Structural Modeling) model of engineering project theory, carrying on the analysis of major effect factors of the city public department emergency management, and establishes the city public department emergency management capability evaluation indicators system structure, which provides scientific basis for the city public department emergency management and programming in future.
