Abstract :
Current perceptions are that an evolutionary approach is required for fiber-in-the-loop (FITL) deployment, but such suppositions make implicit assumptions about the rate of new service uptake. An alternative scenario is one of discontinuous change, termed network revolution. Both options are considered, together with the conditions which will encourage their realization. Technologies for network upgrade, their relative costs and implementation timescales are discussed
