Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In Taiwan, teacher effectiveness or evaluation has hardly been an agenda until recently; in 2006, pressured by legislators and educationalists, the Taiwanese Ministry of Education (MOE) decided to subsidize the Teacher Evaluation Pilot Systems (TEPS) for high schools to construct their trial teacher evaluation systems as a way of promoting the quality of teacher. In 2009, fifty-five high schools voluntarily participated in the TEPS, and I was commissioned by the MOE to group a four-member taskforce to evaluate the TEPS of high schools based on the methods of content analysis, in-site visit, and experts review. Therefore, this article provides the merit and worth of the TEPS which was separately implemented by Taiwanese 55 high schools..
