The authors argue that the risk assessment process provides a viable means to manage power improvement in central office buildings. As used by the Southwestern Bell Telephone Company (SWBT), it is providing a tool to focus resources for maximum benefit and demonstrate the results of corrective actions. Risk assessment results also provide meaningful data for communicating with decision-makers where actual data may not be available or take considerable time to collect
