Abstract :
In disaster areas, a high demand of call requests initiated by people in such areas is sent to mobile networks because they might need to use emergency services or inform their families, friends about their current situation. In this paper, we introduce an emergency multi-system access (EMSA) which utilizes WCDMA networks and exploits a mechanism of selecting proper base station (SPBS). In the emergency communications system, a mobile subscriber sends an emergency call request to an appropriate base station according to the strength of pilot signals received from all-around base stations. In the proposed EMSA with SPBS, an emergency call might be provided by either contract network of this mobile subscriber or other mobile networks. We then present performance comparison of the proposed EMSA-SPBS system with the conventional system (single system access-SSA) which shows the effectiveness of the proposed EMSAS-PBS in terms of low call blocking rate.
