Abstract
This article introduces an approach to systematically develop a business domain specific challenge based evaluation for information systems, which is designed to contribute to the innovation of software systems as part of the software engineering or information system investment decisions process. It leans heavily on existing models of software quality measurement and considers business domain specific challenges, which are gathered using methods typical for social research. The approach is then used to create an evaluation covering the service business for industrial plants, which in practice has been used on more than thirty information systems and has been published on an instance level in earlier contributions.
