Abstract :
The formation of Higher Education Area pronounced by the Bologna Declaration requires the creation of transparent curricula for European qualifications and the promotion of free student mobility. This paper deals with the development process of an educational ontology based on the rule based and frame based representation for facilitating these purposes. It presents two stages of this process: the creation of a conceptual model and the elaboration of testing system. It delineates the prototype based on this model, which is implemented using Protege and Java applications
