Abstract :
Research and development of livable cities get increasing attention. In this paper, the complexity of livable citie standards is discussed. The indices of livable cities are analyzed and built, which include six composite indices and sixty-nine second-level individual indices. The comprehensive indices include: the conditions of urban living and resources, the urban economic development, the urban conditions of society, politics, science, education, culture and medical, the urban infrastructure, the urban public security and the urban environment. The second-level individual indices include sixty-nine items. It points out the “bottleneck” is the main reason affecting livability. It brings forward that the priority of constructing livable cities in China should be: Strengthen economic development, and further optimize the industrial structure and upgrade to coordinate the development of each industry, increase economic level, encourage the low-income residents become rich and increase social security efforts; and support moderate advance construction of infrastructure; “agreeableness” build the urban ecological environment and cultural environment, strengthen constructing the livable weaknesses of “livelihood harmony” security system. It emphasizes that the guiding to build livable cities is the urban development strategy.
