After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

With the study of 20 colleges and 40 physical teachers and 142 students, focusing on the promotion of student progress and teachers to improve the educational philosophy, it poses physical education from the various elements of the process and its associated start and apply the modern education, Psychology education in those abstract things, collaborations, or the level of human development. It analyzes layer by layer to build a more scientific and reasonable evaluation system of Physical Education, and uses expert determination, questionnaire survey, mathematical statistics method Construction of sports teaching evaluation system broken down into specific operational evaluation, the preparation of the corresponding rating scale. In this study, it achieves the promotion of Physical Education Assessment reform, progress and development of teacher and student physical education teaching objectives to improve the quality of physical education has a strong theoretical and practical significance.
