Technological Progress can promote rapid growth of the economy while costing vast amount of resources and heavily increasing ecological environment burden. The progress of technology development is currently facing dual pressures, to both promote economic growth and development and to reduce pollution of ecological environment. This article will put Technological Progress, economy and ecological environment in a uniform framework to research and analyze the associated mechanism among the three. It will provide empirical analysis through statistical yearbook data. Finally, it will draw a conclusion that the promotion of quality due to technological progress is the critical path for the coordinated development of technology, economy and ecological environment.
