This article general introduce the background of the stabilization control project that improve the provide ability for the east of Heilongjiang Province, it is analysis the static security problem and the dynamic stabilization problem which prevent the power flow offer from the east of Heilongjiang Province, and advance the stabilization-control strategy, authorized the control project, also it make out the explain to the actualize and the control effect of the project. This project is one of the important job of the improve the power grid transportation ability for the NorthEast China Grid, and it is startup in the end of 2004, and begin to launch into use in 5/23/2005
