Abstract :
This paper discusses the steps being taken towards establishing a power pool among members of the Economic Community of West African States (ECOWAS) a regional economic bloc of 15 West African states, and it addresses the governance structure to be adopted to govern cross-border trades. The system would work alongside the respective national regulatory bodies to oversee the in-country electricity operations. The paper discusses the challenges for ultimately adopting a single regional market and the challenges to overcome as countries seed national control over electricity transactions
