Abstract
Summary form only given. It is pointed out that, for a magnetized plasma, the overriding quasi-neutrality plasma property is actually a severe restriction, usually overlooked, on the charged species motion. It is shown that quasi-neutrality n e=n i=n /2 alone makes the plasma total torque tensor act preferentially on the ions whenever the electrons are free to perform Larmor gyrations. The ion fluid will then have conservation of its canonical, i.e. matter-plus-field, angular momentum so that action on its matter part has its response reaction on the magnetic vector potential field part. Several applications of this theory are examined, including tokamaks and ball lightning
