Abstract
In this paper, "balanced scorecard" and AHP are used to establish the performance evaluation model for the capacity of crisis management of Chinese local government. Totally 7 1st level indicators and 34 2nd level indicators are set in the model. The case of "three-deer milk powder", as an example, is used to estimate and analyze Chinese local governments\´ capacity of crisis management so as to get the conclusion that the flexibility, efficiency, system building and experience gaining are largely enhanced. Also, the system of management of public crisis should be strengthened roundly as well as the early-warning system, emergency system and governing system.
