Both embedding in the global value chain and integrating into supply chain are crucial for industrial cluster to obtain competitive advantages which generally remain high-value-added and core strategic segments of value chain, and thus ultimately resulting in industrial cluster upgrading. This paper describes the current situation of toy industries in China, analyzes some problems existing in the toy industrial cluster, as well as introduces global value chain, industrial clusters and cluster supply chain theory. This paper illustrates global value chain and cluster supply chain integration through the case of Guanyao town toy industrial cluster in Guangdong province. Through the study of industrial upgrading based on global value chain and cluster supply chain integration to enhance the competitive power of toy manufacture industrial cluster.
