Abstract
This paper presents a computer based radio monitoring stand alone system design and possible use in actual emergency situations. Hardware is selected and software is developed and tested. Selection criteria are based on inexpensive but reliable, commercially available technologies so that the general public can have easy access to the proposed system in order to retrieve vital information during emergency situations. A minimum system structure is described. Possible future improvements and implementations of this system for emergency use are also discussed
