Abstract
After five years of experience in higher education which has involved active participation in quality improvement, a cursory stock-take reveals a picture of complexity, not the greater clarity of plans and resolution of debates one might have anticipated. However, on the basis that recognition of the complexity of a problem is a major step towards finding appropriate ways to make headway, this paper aims to explore the nature of the complex education system and the environmental influences on it
