Abstract :
This paper presents the findings of the Training Working Group (TWG), a sub-panel to the joint DoD and industry Non-Government Standards-Integrated Product Team (NGSIPT). The TWG was tasked to develop a training strategy for the aeronautical community to fully implement and achieve maximum benefit from major policy changes in DoD contracting. The paper presents the results of 5 specific tasks undertaken by the TWG. Those tasks were to: 1) Identify the training requirements; 2) Consolidate training requirements into candidate training topics; 3) Develop an integrated training strategy with other DoD acquisition reform initiatives; 4) Make recommendations for course/module development; 5) Make recommendations for training media/delivery. The paper outlines the recommended training strategy for the acquisition community that resulted from the TWG analysis. It covers the key training topics, and factors associated with each of the integrated processes (focus group areas) embodied in the NGS-IPT results. Fundamental acquisition reform initiatives and the process initiatives addressed by each of the NGS-IPT panels, along with their suggested recommendations, were also addressed in this paper. However, development of an effective DoD training strategy to implement a Non-Government standards approach to contracting was the primary focus. This paper covers the TWG effort as of the completion of the IPT´s activities. Subsequent implementation is dependent upon final acquisition reform decisions, but the basic training strategy should remain valid
