Abstract :
In this paper, the authors try to deal with the problem that on arrival of the user\´s call request, how to ensure the user is accessed by the most appropriate network. And different solution might be given depending on the definition of "most appropriate", which they consider herein as the user\´s QoS requirement and the power efficiency of the transmission.
