Abstract :
Predictive coding systems work best when the current image is easily predicted from other images. But when the source image contains noise, accurate prediction becomes difficult and as a result either the bit rate rises, picture quality drops, or both. Existing techniques for improving the quality of noisy source material coded with MPEG coders usually involve reducing the noise of the source material before presenting the video to the image coding system. Many techniques exist for reducing noise, and any or several of these may be brought to bear on the problem
