Abstract :
Inspection reliability is a microcosm of the broader issues of safety. It includes technical aspects options for strategy, and economic and moral dimensions. The range of the influence of reliability means that the “stakeholders” (those directly affected or involved) are not just the organisations which depend on inspection and their investors, but also members of the public. This paper describes how the public dimension is already affecting regulation, and this influence is likely to grow; credibility and acceptability are not solely economic
