Abstract :
E-government refers to the utilization of information and communication technologies to facilitate the operations of government and the dispersion of related information and services. Good e-government implies that more efficient and effective services are being provided to citizens and other parties, and is thus desired. This paper evaluates the e-government of twenty-one European countries based on the concept of Pareto optimality, and a compromise programming model is developed to rank these nations. The results not only show the past achievements of these countries with regard to e-government, but also indicate directions for future development.
