Changsha is the demonstration region of “two types” and “low carbon tourism” in Hunan province, the development of the tourism industry use the basic resources with unique mountain, water, sandbar and long history. The research uses ecological bearing capacity to study on tourism sustainable development of Changsha. The results show that the tourism bearing capacities of the city not overload, the development of tourism industry is in a state of sustainable development, the pressure of tourist activities to the ecological environment is within the tourist ecological capacity. But tourism ecological footprint is very high, because there are a lot of local tourists participated in leisure activities, this also reflects the arrival of the leisure era, so making the relevant development countermeasures and management measures under low carbon idea.
