After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Tianjin Electronic Information Product Manufacturing Cluster is the hub and spoke cluster, for large enterprises are its backbone and foreign-funded enterprises are main. Since some large enterprises attract more large enterprises to settle in Tianjin and drive the development of supporting enterprise, them have become the leading firms and lead the development of the cluster. The origin of leading firms´ guidance and supporting enterprises´ following is to make themselves survival and development, while their manifestations are quite different. The development of the cluster is achieved through the mechanism of competition and collaboration.
