Abstract :
The paper is concerned with the coordination of traffic control measures on major trunk routes and motorways, but the principles outlined should generally apply to urban networks also. A coordinated strategic control system would require to continually monitor the behaviour of traffic at key points. Parallel systems would provide details of weather conditions, special events, availability of emergency services, roadworks, etc. This data would be held in a real time database. The important feature of the coordinated strategic control system is that the incident response plan is able to take prompt action to minimise the effect of an incident by structured changes to the sub-systems providing the traffic control
