Abstract
We present a new paradigm for the decentralized detection problem under communication constraints. In this problem, local sensors send a hard decision or the likelihood ratio itself to the fusion center based on the specified communication constraint. An optimal system is designed by minimizing the risk function. Also, a simpler system design procedure based on Ali-Silvey distances is presented
