Deals primarily with two aspects-first, the rights and duties of a utility to `break up the street´ and place telecommunication apparatus in the public highway especially the changes which will result from a recent review by a government-instituted enquiry into these rights and duties; and second, the potential competition for space and risk of damage to apparatus in the use of underground space and how such problems can be minimised.
