Abstract
A wavelet based subband coding (SEC) scheme is presented. The fullband image is split into 16 equally divided subbands by applying Daubechies wavelets as quadrature mirror filters (QMF). The histogram of all the 16 bands is computed and the spread of levels in the band is used as a measure of the information contents in the band. Bit allocation for a band is decided on the basis of predefined criterion related to the area of the histogram
