Abstract
This paper presents a structured approach for developing and representing an intelligent transportation systems (ITS) architecture. Four architecture elements are depicted: logical architecture; physical architecture; market packages; and evaluatory design. Each of these elements is important in understanding the architecture. This paper also outlines the evaluation process, and relates how the architecture elements are used in the process
