Abstract
The role of small and medium enterprises in the innovation process is considered with particular emphasis on SME adoption of new technologies and the impact of e-commerce on the SME sector. One of the most pressing concerns facing SMEs, that of taxation, is addressed, in relation to more general fiscal concerns that set SME development in the context of more general economic management of the Russian economy. Clear identification and protection of property rights is significant to the development of a market economy, and an important safeguard of the rights of entrepreneurs owning SMEs.
