Abstract :
Firstly this paper classifies Changjiang river´s shipping goods into three kinds: public goods, quasi-public goods and private goods according to goods classification criterion of competitiveness and exclusiveness and establishes its characteristics´ mathematical model, thinking that Changjiang river´s shipping goods is a complex of three kinds of goods and its characteristics is not static and fixed, but changeable with variables. Then with measurement criterion of Cost Comparison Method, this paper analyzes three production schems for three kinds of goods: market price system for private goods, tax system for public goods and fee system for quasi-public goods, thinking that different production schemes may exist in the complex of shipping goods at the same time. Finally this paper concludes that optimization of production scheme of Changjiang river´s shipping goods is a a n-stage decision process of dynamic programming.
