Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Science and technology are playing more and more important role in the upgrade of the industry in Wuhan. The efficiency of input and output in science and technology is an issue worthy of being studied. So, the paper makes an analysis and evaluation of the input-output efficiency in science and technology of Wuhan industry by factor analysis method. Finally, the paper draws conclusions that the number of new product development projects and that of R & D projects are not obvious for the contribution of new product output value; but that they are much correlative with the numbers of patent application and patents held. In addition, the comprehensive score of the input into science and technology is gradually far from that of their output, which means some problems exist in the structure of the input and output. Based on the above conclusions, the paper comes up with some measures in the input-output structure, industrial research projects, and senior talents etc.
