Notice of Retraction

The paper adopts both the qualitative and quantitative research methods to make a comparison between the current management situations and characteristics of German and Chinese universities. Furthermore, the paper also analyzes the pros and cons of universities, teaching management, and research training models of German and Chinese universities respectively. The courses offered by German universities and the management patterns of their students are conducive for the students to cultivate their independence awareness and self-planning ability. The educational policy of laying equal stress on teaching and research that German universities consistently implement makes outstanding contributions to the development of German technologies. It proposes the view that Chinese universities should strengthen to cultivate students´ scientific research ability and practical work competence. The author also puts forward specific suggestions on the reform of higher education. It draws the conclusion that Chinese universities should learn from German universities to combine self-management and administrative management as well as theoretic teaching and practical research, so that they can serve better in cultivating talents for the society.
