This paper defines the connotation of industrial independent innovation capability, based on which, it establishes an evaluation index system of industrial independent innovation capability from the view of industrial input and output. The system includes three class indexes. First class index includes 4 indexes: innovative resources input capability, independent transformation capability, innovation output capability and innovation environment support capability. Second class index includes 17 indexes, and third class index includes 23 indexes. Finally it gives explanation how to quantify these indexes.
