Abstract :
Further traffic control systems are likely to involve strategies for congestion control, so that anticipated `chaotic´ conditions can be pre-empted by system responses which aim to achieve a more orderly pattern of `queueing´. The maximum returns on investment are unlikely to be achieved by systems alone, without also upgrading geometric layouts at junctions. The paper considers the implications of this in general terms, and describes the traffic modelling methods being used to design junction improvements for the central road network in Leicester
