Abstract :
In Taiwan, the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) supported by the Taiwanese Government has also executed a university assessment process annually since 2005. Similar to the process in the United States, the HEEACT holds numerous assessment workshops and develops basic scales to encourage universities to set educational goals, ask themselves tough questions, measure the success in achieving these goals, and answer these questions to drive continuous improvement. In this paper, we use the National University of Tainan (NUTN), Taiwan, as a set of example. Based on the constructed fuzzy ontology, a fuzzy markup language (FML)-based knowledge management system is developed to self-assess NUTN and forecast whether NUTN passes the university assessment or not. Finally, the results of our simulation experiments are similar to HEEACT reviewers´ comments and NUTN fully passed 2011 university assessment in Taiwan.
